Warden Dullerd invites the students of the St. Canard School for Spirited Youngsters for a tour around the St. Canard Maximum Security Prison for the Criminally Crafty to celebrate its opening. He means to show the city just how safe the prison is and therefore gives the children a zoo-like tour through general population and gets them stage row seats when Megavolt is brought in by the SCPD in front of a room full of reporters. No one but Mortimer notices that something is off about the handling policeman until it is too late. It is Negaduck, who quickly disposes of the guards and sends the reporters and children running. Mortimer gets lost in the chaos and Gosalyn sets out to find him. Darkwing, who had invited himself on account of being the one who got all the prison's inmates behind bars in the first place, makes his entrance, but is thwacked out mid-speech by Negaduck, who had planned for his arrival. By means of Megavolt's mastery of electricity, they fry the prison's security system, freeing all inmates from general population and causing the prison to go into lockdown with Darkwing inside.
